The Enterprise Risk Management (ERM) Program works to address the full spectrum of significant risks at McMaster University.
The Program supports the university’s mission and strategic priorities by identifying, analyzing, and monitoring risks. The Program also provides an overview of the institution’s challenges to prioritize and manage risks more effectively.
The Program’s objectives are to provide information regarding risks that could negatively impact the achievement of institutional goals and to support the university in accomplishing its strategic vision.
The benefits of an ERM program include:
- Alignment between institutional goals and frontline initiatives
- An increase in the likelihood of achieving objectives
- An effective way to prioritize and allocate resources

Insurance is a tool used for managing risk. Risk may be transferred from one entity to another, such as an insurer, in exchange for payment.
McMaster University has various types of insurance or self-insurance to cover the different risks the institution faces. For more detailed information, please contact the Chief Risk Office.

A Certificate of Insurance (COI) is a document is issued by an insurance company that provides evidence of insurance coverage.
It is important to note that insurance certificates need to be renewed or re-issued on an annual basis or at the start of a new insurance policy term.
When an External Party Requires a Certificate of Insurance
COIs are often requested by external parties who engage with the university. For example, when McMaster University rents space in an offsite, non-McMaster owned location or enters into a contract for services.
To request a Certificate of Insurance:
- Following the execution of a contract or agreement with an external party, complete and submit the?Certificate of Insurance Request Form
- Please allow at least 5 business days after submitting the Certificate of Insurance Request Form to receive the certificate of insurance

When McMaster University Requires a Certificate of Insurance
Certificates of Insurance should be requested by McMaster University staff when engaging in a contract with external parties.
A properly completed Certificate of Insurance should be obtained?before?services are provided or before the activity outlined in the contract begins.
The Certificate of Insurance from the external party must have the following:
- The named insured must match the name in the contract
- The appropriate insurance coverage and limits must be shown
- The Certificate Holder section should show the McMaster University contact name and address
- The Description of Activity or Operations should describe the specific duty, service or event

Cargo or Shipping Insurance provides coverage for property, goods or equipment while in transit between McMaster University and its destination, and for the equipment’s return transit, if applicable.
When shipping property, goods, or equipment, it is important to understand what is covered, what exclusions may apply, and what information you need to provide to the Chief Risk Office in order to activate this insurance.

Insurance is required for the use of university owned or leased vehicles as well as rental of vehicles on university business.

McMaster University policy RMM 904 University Owned, Leased or Rented Vehicle Program details all protocols and procedures related to the use of university owned or leased vehicles as well as rental of vehicles on university business.
All university vehicle owners are provided on an annual basis with an insurance liability card, which should be kept with the driver of the vehicle when in use.
All information on any new vehicles, new drivers or changes to existing vehicle and driver information, must be promptly reported to the Chief Risk Office in order to ensure that insurance coverage is in place.

Special insurance is required for the performing of clinical trials in many countries and country-specific requirements for this insurance differ greatly.
It is recommended that McMaster staff and faculty contact the Chief Risk Office to discuss clinical trials insurance needs and options in the early planning stages of any trial.

Claims
Claim / Loss Type | Description and Action Required |
Property Claim | For immediate or emergency on-site support related to a property loss (Ex: flood, fire, theft, vandalism, etc.), please contact McMaster Security Services and follow the McMaster Emergency Guide.
As soon as is practicable following the incident, report ALL claims, regardless of dollar amount, involving property loss or damage to the Chief Risk Office. Claims may include, but are not limited to:

General Liability Claim (Lawsuit) | General liability claims usually involve personal property damage, injury, or related medical expenses to third parties, such as the public, students, or visitors.
Staff and faculty should direct individuals to the McMaster University Office of Legal Services relating to service of liability claims or to discuss potential liability claims. OLS will then contact the Chief Risk Office for insurance involvement, if applicable. Risk Consultation
Risk Decision Support / Risk Informed Decision Making
The ERM team provides consultation and risk decision support services to all departments and faculties within the university to manage risk at the local / unit level. Risk consultation is an effective way to align prioritization of departmental objectives and projects with the McMaster’s Institutional Priorities and Strategic Framework.
Risk consultation can be on a broad array of topics including but not limited to management of risks in a new project or study, managing the overall unit’s operating risks or managing an incident or issue that has come to pass.
Support in scaling and customizing the university’s institutional ERM framework to a department or faculty approach is also available and will be an ongoing priority for the McMaster Chief Risk Office.
If you would like consultation on a current project or incident, or would like to discuss options to scale the university’s institutional ERM framework to an individual department or unit, please contact the Chief Risk Office.

Contract Reviews
All McMaster University contracts must be reviewed by one of the following departments:
- Office of Legal Services (business and commercial contracts)
- Procurement (purchasing goods, services, or temporary rental of space)
- Vice-President of Research or MILO (sponsored research, grants, and contracts for research activities)
Following review by the teams above, the Chief Risk Office is available to provide contract / agreement review services pertaining to insurance provisions in contracts, to all members of the McMaster community.
Staff and Faculty are also encouraged to reference the ‘Minimum Contractor Requirements’ document when drafting and reviewing any contracts.
